Digitalization of Public Services – Central African Republic

As part of its strategic vision to modernize governance and empower citizens, ACI is leading a nationwide digital transformation initiative in the Central African Republic. This project is a cornerstone of institutional renewal, aiming to make public services more transparent, accessible, and efficient for all.

Project Scope

The digitalization reform is focused on transforming how citizens and public institutions interact. From civil status registration and tax management to health and education systems, every major administrative function will be integrated into a unified, secure, and scalable digital platform.

Strategic Objectives

  • Modernize Public Administration: Replace outdated manual processes with centralized digital systems.
  • Improve Citizen Access: Ensure all citizens, including those in remote areas, can access essential services online.

  • Increase Transparency & Accountability: Implement real-time data tracking and secure records to reduce corruption and inefficiency.

  • Foster Digital Inclusion: Promote training and digital literacy, particularly for youth and marginalized groups.

Key Components

  • National e-Government Platform: A secure, cloud-based portal where citizens can apply for documents, pay taxes, access services, and track their requests.
  • Digital Identity System: Each citizen will have a unique digital ID to streamline access and reduce fraud.

  • Public Sector Training: Thousands of civil servants will be trained in digital tools, cybersecurity, and service delivery.

  • Data Infrastructure: Deployment of data centers, high-speed connectivity, and secured servers.

Impact and Legacy

Beyond the infrastructure itself, the Bangui International Airport will serve as a symbol of national resilience and ambition, enabling better integration of the Central African Republic into the global economy. It also acts as a launchpad for broader regional development projects, including road networks, hospitality, and commercial expansion.
