National Cement Plant Development – Central African Republic

ACI is also advancing the country’s ixndustrial self-reliance by developing a national cement production plant — a pivotal project to reduce dependency on imports and stimulate economic growth

Why Cement?

  • Cement is the backbone of infrastructure. Yet, the Central African Republic imports nearly all its cement, which leads to inflated prices, construction delays, and budget constraints. This project addresses a critical supply gap.

  • Reduce Costs: Lower construction costs by cutting transport and import fees.

  • Create Local Jobs: From plant construction to long-term operations, the project will generate direct and indirect employment.

  • Support Regional Trade: With surplus production, the plant may export to neighboring landlocked countries.

Plant Specifications

  • Ensure National Supply Security: Produce enough cement locally to meet the growing demand for housing, roads, public buildings, and industrial facilities.

Project Objectives

    • Location: Strategically positioned near raw material sources and transport routes.

    • Production Capacity: Designed to produce up to 1 million tons per year, scalable over time.

    • Eco-Friendly Approach: Use of energy-efficient technology and adherence to environmental standards.

Execution Strategy

The cement plant will be developed under a Public-Private Partnership (PPP), leveraging ACI’s coordination capacity and attracting international engineering and financing partners. ACI oversees feasibility analysis, site preparation, supply chain logistics, and workforce development.

Impact

Beyond reducing imports, this initiative will become a national industrial pillar, contributing to GDP, reinforcing the construction sector, and unlocking broader industrial opportunities across the country.
